Phillip J. Hoskins

A member of the Office of General Counsel since 1984, Phillips J. Hoskins represented the university on a wide range of issues, including employment, discrimination issues, faculty and student issues, employee benefit plans, patents and technology transfer and legislation/governmental relations.  In January 2016, Hoskins retired from full-time employment, but continues to provide legal advice in those and other subject areas on a part-time basis.

Hoskins served as deputy general counsel for the University of Missouri System from February 2012 until January 2016.  Hoskins served as acting general counsel from January 2011 until February 2012 while General Counsel Stephen J. Owens served as interim president of the UM System and from November 2013 until January 2014 while General Counsel Owens served as interim chancellor of the University of Missouri-Columbia.

Prior to his service in the Office of the General Counsel, Hoskins had been in private law practice, had served as hearing examiner and chief hearing examiner for the Missouri Commission on Human Rights and had served as legal counsel for the Missouri Department of Natural Resources.

Hoskins received his bachelor’s degree in political science from Northeast Missouri State University (now Truman State University) and his J.D. from the University of Missouri-Columbia School of Law.
